上海历史悠久，已有两千多年历史。上海春秋为吴国地，战国时为楚国春申君封邑，开始建城。“申城”是上海地区最早的城市。后来申城城址几经变迁，地名已经过多次更改。终于在三国时期于佘山附近固定了下来，并更名为“华亭”，唐朝设县，同时华亭县北部的上海镇也逐渐发展起来。元朝至元二十八年七月，朝廷批准上海镇建独立县。此日定为上海建城纪念日，距今已有700多年历史。于是上海和华亭成为双子城。明代在华亭、上海地区设立松江府。清代设立苏松太道，驻地上海县，管辖苏州、松江和太仓三府州。
